What program or website are people using to animate dolls facial movements and other body parts?

I’ve noticed, on youtube.com, Barbie dolls eyes and mouths moving. I want to know if there’s a way to do this at home by using Windows Movie Maker. What programs are out there for this kind of stuff that don’t cost much or if possible, free?
